In the drought summer of 1976, Welsh water-board surveyor Owen Pritchard watches the drowned chapel of Cwm Isaf rise from a shrinking reservoir, and that night its bell rings in still air as the children of the men who signed the 1959 flooding order begin walking into the silt, called by Elen Morgan, the midwife who drowned with her valley. Owen's father signed too, and now his sister has started humming Elen's hymn.
