Car B to the Thirteenth Floor

In a 1960s Kowloon tenement, lift inspector Winnie Lau finds that car B stops at a thirteenth floor the building does not have, where a stranger's television glows at the end of the corridor, and its logbook shows forty years of trips there, plus one booked for tonight with her name on it. With her late father's brass key ring in her pocket, she must choose between welding the shaft shut, filing a report that will condemn the building with its tenants still inside, or riding up at midnight to find out who has been calling the lift.
